| Feasibility Study/Site Analysis Children’s Camp and Adult Retreat Center The Wapiti Farm in Cecil County, Maryland is the future site of a camp and retreat center for the Episcopal Diocese of Pennsylvania. The 600- acre site is situated in rural Cecil County, fronting on the Elk River. The site is largely comprised of forest along with a considerable meadow area, as well as streams and wetlands throughout. The proposed improvements include play fields, activity centers, a chapel and buildings totaling 72,000 sq. ft. to accommodate youth and adult programs on a seasonal and year-round basis. Eustace Engineering has performed several functions for the Diocese, beginning with coordination with various State and County government agencies, an examination of the site constraints and completion of a Zoning Review. The involvement also included coordinating a wetland specialist in securing a Jurisdictional Determination Letter from the U.S. Army Corp of Engineers. Our other responsibilities included examining the civil engineering aspect of the feasibility/acquisition study, including a cost estimate for the construction of the camp infrastructure and facilities, coordinating the subconsultants performing the ALTA/ACSM Land Title Survey, Percolation Tests, and Environmental Phase I Assessment. We then participated in the selection of a Planning Consultant, and worked closely with the Diocese and Planning Consultant regarding site constraints and their potential impact on the project. We also assisted the Diocese and its attorneys in securing special exceptions for the camp use. |
