401 Plymouth Road

Through a joint venture, The Flynn Company and Brandywine Realty Trust chose 401 Plymouth Road for the location of a six-story, 210,000 sq. ft. class “A” office building, with an attached four-tier, 780- space parking structure, three surface parking lots totaling 261 spaces, associated drives and pedestrian walkways on 12.5 acres. The total construction cost of the project exceeded twenty-three million dollars ($23,000,000.00).

The irregular L-shaped site contained an existing hotel with three masonry buildings, asphalt surface parking, woods and brush at the southwestern portion of the site, and a stream along the western property line which flows north to south into a 7’x13’ box culvert located beneath the Pennsylvania Turnpike. The change in elevation from the front to the rear of the site exceeded eighty (80’) vertical feet. Although the rear of the site abuts the Pennsylvania Turnpike, the site is accessed from a state road.

Our responsibilities included the civil engineering from conceptual design to final approval from the various reviewing agencies, a 100-year flood study, sanitary sewer interceptor relocation, and securing highway occupancy permit plan approval from the Pennsylvania Department of Transportation. Due to site constraints, we developed an innovative concept of placing a major storm water management basin under the proposed structural parking facility, which was partially constructed on piers with the balance built as slab on grade.

Eustace Engineering also provided services by coordinating the geotechnical subsurface investigation, traffic study and signal design, assisting in the selection of a structural engineering firm specializing in the design of tiered parking structures, and assisting the Municipality in their efforts to create a zoning ordinance pertaining to the development of structural parking facilities. At the request of PennDOT, we coordinated the road improvement layouts and designs associated with two adjacent projects, which included attending several meetings with PennDOT, Municipal Traffic Engineer and design consultants.

As part of construction management services, Eustace Engineering also attended bi-weekly meetings over the length of the project, responded to Requests for Information (RFI) and Change Orders, reviewed Shop Drawings and Payment Requests, served as the liaison between the Client and Municipality staff by addressing concerns regarding site and road improvement issues as they arose. At the completion of the project, Eustace Engineering performed field observations and developed a final construction punch list to assure conformance with the contract documents, and provided coordination between the Client and Municipality regarding final inspection and the release of escrow funds.
